Kelly Butcher has gained vast knowledge in the last 30 years in the field of Probation and Social Services within Ashtabula County. She graduated from Bowling Green State University with a Bachelor’s Degree in Sociology & Minor in English.
Her first job opportunity began by working for the Ashtabula County Children’s Services Board in the receiving home, which housed children that were unable to be placed in Foster Care. She expanded her knowledge while working for Community Counseling Center by developing adult foster care homes for mentally ill adults and assisted with the friendship home, a partial hospitalization program for mentally ill adults. She then became a Child Case Manager and worked with children involved with the Ashtabula County Juvenile Court.
Her career in Probation began in Western & Eastern County Courts, where she developed the Adult Probation Department in both Courts. She was the Chief Probation Officer and Project Director for the Ohio Department of Rehabilitation Jail Diversion grant until 2021. Kelly was hired by the Ashtabula County Juvenile Court in April of 2021 as the Family Resource Center Director and Chief Probation Officer. She hopes to finish her career similar to the way she started it, working with youth and families.

- Active member of the Ohio Chief Probation Officers Association for the last 24 years and the American Probation & Parole Association.
- Member of the Ashtabula County Prevention Coalition since 2015.
- S.O.C.C. Board Member for the Jefferson Community Center for the past 30 years.
Kelly is a compassionate person with strong people skills. She uses those skills to better the lives of people that she comes in contact with, often going above and beyond what her job description calls for.
